CIVIL Servants and Allied Workers Union of Zambia (CSAWUZ) president David Chiyobe says public service workers are now in a debt trap because government has prolonged the implementation of the debt swap policy. And Chiyobe says government must prioritise the mobilisation of resources which should be directed towards the actualisation of the debt swap.
