INFRASTRUCTURE, Housing and Urban Development Minister Charles Milupi says it is not up to government to force Zambians to participate in Public-Private Partnerships (PPPs), stating that every citizen is free to engage in such projects. Milupi said there were numerous infrastructure projects that Zambians could participate in through PPPs, but there had been little genuine interest from locals to do so. Responding to a News Diggers! editorial comment about the lack of Zambian participation in PPPs, Milupi said the partnerships were open to everyone. “Nobody has said that we don’t want Zambians to participate, it’s open. Anyone can come and say, ‘We want this road, we want that facility as a PPP.’ So far, very few have come forward seriously....
