CONSTITUTIONAL lawyer Mehluli Batakathi says the absence of a dedicated legal framework to guide and protect the constitutional amendment process leaves it vulnerable to executive dominance. Batakathi argues that relying on the Technical Committee appointed by the President for constitutional reform is a weak foundation as the committee may operate more like a department of the President’s office than an independent body.
