CHAPTER One Foundation Executive Director Josiah Kalala says the recently enacted Cyber Security and Cyber Crimes laws need to strike the right balance between security and rights. Kalala notes that there is a risk of the Acts infringing on freedom of expression. He adds that the Acts could be improved by defining some offences more precisely to ensure they target genuinely harmful acts rather than legitimate expression.
