TRANSPARENCY International Zambia Chapter President Sampa Kalungu has demanded the immediate appointment of the Electoral Commission of Zambia (ECZ) board chairman and Chief Electoral Officer, saying there are certain decisions that people in acting positions cannot make. Recently, UPND Spokesperson Cornelius Mweetwa said there was no vacancy at ECZ as there were people acting in those positions. But in an interview, Kalungu said Mweetwa, as a lawyer, knows that powers given to a substantive position holder are different from those in acting positions.
