Roan PF Member of Parliament Chishimba Kambwili says he will report Luanshya mayor Nathan Chanda to the Anti Corruption Commission for abuse of authority for allegedly blocking his efforts to access Constituency Development Fund.

And Kambwili says President Edgar Lungu has poor judgment due to beer drinking.

At a press briefing at his house in Luanshya yesterday, Kambwili said he had too many projects which were pending because of one “small boy” who was instructing council officials to shun approval meetings.

Kambwili said he was forced to hold a press briefing on the matter despite receiving news that his sister had died.

“Yesterday, we were supposed to have a CDF meeting at the council, but when we reached at the council, the chamber was locked and other common rooms. So we opted for the open space. Ten minutes in the meeting, we saw a group of PF cadres making noise and saying they want to attend the CDF meeting. It was on instructions from Nathan Chanda. We refused them. Later, they came in numbers and started making noise. Now what kind of leadership is this?” Kambwili asked.

“Now, as a country we are degenerating into a country of chaos, where anyone can wake up because they are PF cause violence without the police taking any action. The behaviour of the Luanshya Mayor should be condemned. This boy can’t hold projects at ransom. The government disbursed CDF for Luanshya which was used. But I regret that CDF for Roan has not been disbursed. This mayor has instructed the TC and director of planning, not to attend the meeting and locked their offices. Now we can’t allow a small boy called the mayor to hold government to ransom.”

He said what Chanda was doing was total abuse of authority and will report him to the ACC.

“It’s abuse of the mayor. Now for a small boy to have such powers, President [Edgar] Lungu is responsible. We need to rise up and take on this government. I will not accept to have the CDF to be mopped out because of the December 31 deadline. This clearly shows that the President and the Copperbelt Minister [Bowman Lusambo] are involved. I will report this boy to the ACC for abuse of authority,” Kambwili said.

He said he will ask for signatures from the people of Roan to pass a vote of no confidence in the mayor.

“I can force the community to take action against the mayor. We will get signatures for the people to declare a vote of no confidence. Tell this young man, this boy, his days are numbered. This small boy. He is so happy and this boy, we shall surely see this boy,” he said.

And Kambwili said President Lungu had poor judgment due to beer drinking.

Kambwili was responding to a question from a journalist who wanted to know his position on former ministers paying back salaries and other emoluments for the time they illegally stayed in office after Parliament was dissolved.

“I have said it before and I want to say it, when I remained working, personally, after dissolution of Parliament, I was given instruction by the appointing authority. If you don’t know, the President is the state. All ministers, civil servants work for and on behalf of the President so when a President makes a decision, it is a state decision…and if the court has ruled that, it is the state which is supposed to refund the state and in mathematics I was told +1 minus 1 is zero. So if a President was representing the state and he made that mistake and the state has to pay the state, then there is no payment whatsoever. I will not pay back that money because I worked for it. And by the way, they still owe me gratuity for that four months which they are supposed to pay,” said Kambwili.

“And that is what happens when you have a President who doesn’t analyse issues and makes decisions when he is drunk. That’s what happens when you have a drinking president. He tells you, ‘you will be in office’, when the court rules he is quiet. We expect him to say ‘I am the one who told the ministers’, bite the bullet.”
