EASTERN Province Minister Peter Phiri says 10 more people have been arrested for theft of fertiliser in Eastern Province. On Monday, police arrested 12 people in Petauke, including a camp officer in the Ministry of Agriculture and a teacher under the Ministry of Education, for theft of fertiliser under the FISP programme.
