SOCIALIST Party leader Fred M’membe says he will issue a statutory statement, declaring Western Province as Barotseland as soon as he is sworn in as Zambia’s President. In a statement, Friday, Dr M’membe, who paid a courtesy call on Ngambela Mukela Manyando, Prime Minister of Barotseland, indicated that the party had consulted widely over the Barotseland issue. “A Statutory Instrument will be issued on the day I will be sworn in as President of Zambia to declare Western Province as Barotseland.
