THE Zambia Correctional Service (ZCS) has clarified that a 72-year-old former inmate who had been imprisoned for defiling a then four-year-old in 2018 was pardoned during the PF regime. ZCS Superintendent Public Relations Officer Cornelius Mwanza said that any suggestion that the UPND government was involved in Winston Kabinda’s release were unfounded and should be dismissed as misinformation.
