THE Small and Medium Enterprises Association of Zambia says citizens want to participate in Public-Private Partnerships (PPPs), but access to finance and high interest rates are major hindrances. On Sunday, Infrastructure, Housing and Urban Development Minister Charles Milupi said it was not up to government to force Zambians to participate in PPPs, stating that there was no serious interest from Zambians to participate in such projects.
