CHIEF Government Spokesperson Cornelius Mweetwa says it is impossible for Zambia to be self-reliant at the moment because the country has not yet fully exploited its resources to ensure optimal utilisation. Mweetwa was responding to remarks by Prof Muna Ndulo, who suggested that Zambia could achieve much without relying on donors.
