THE University of Zambia’s sanitation crisis has now reached a point where no one can honestly pretend this is just an unfortunate episode. It is a scandal of neglect. And in that regard, Ministry of Education Permanent Secretary Dr Kelvin Mambwe is right to say the developments at UNZA point to lapses in the management of the highest learning institution. When a public university deteriorates to the point where the President has to direct ministries to intervene in toilets, sewer lines and sanitation facilities, then something has clearly gone badly wrong in the chain of management.
