FORMER labour minister Fackson Shamenda says the country is not developed because three-quarters of its budget comes from Pay As You Earn (PAYE). Shamenda says the country’s budget should, however, be largely funded by taxes from industries and mines, adding that workers should just be used as catalysts of production. During Labour Day commemoration, Zambia Congress of Trade Unions (ZCTU) president Blake Mulala urged government to revise PAYE downwards to help improve the well-being of workers.
