THE Electoral Commission of Zambia (ECZ) has insisted that all excess ballot papers will be fully accounted for at polling stations, allaying concerns over the printing of about 9.1 million presidential ballot papers against 8.7 million registered voters. And Dubai-based Al Ghurair Printing Company says ballot papers are printed in booklets of 50 because the machines are designed to staple fixed quantities of 50 or 100 sheets, and printing fewer sheets would leave the booklets loose.
