DEMOCRATIC Progressive Party (DPP) leader Antonio Mwanza says the country should consider separating Cabinet from Parliament in the next major constitutional reform. Mwanza argues that Parliament and Cabinet have different constitutional responsibilities and should not be structurally intertwined in a way that compromises either institution.
