THE most striking words in the renewed presidential term-limit debate did not concern the number of years a President should serve. They were the statement attributed to UPND proportional-representation MP Florence Chileshe Chama: “We don’t want democracy, we want development.” She linked that proposition to support for President Hakainde Hichilema remaining in office beyond 2031. Saying we don’t want democracy and we don’t want term limits are two different things. The simple definition of democracy is that it is a system of government where political power belongs to the people, who exercise it either directly or through elected representatives.
