DEVELOPMENT Bank of Zambia (DBZ) board chairperson Noel Nkhoma says he is hopeful that the bank will start lending again in the first quarter of 2023. Speaking during the sidelines of the 2023 Budget symposium in Kitwe, Nkhoma said the bank was working round the clock to ensure it resumed lending. “It is evident that the elephant in the room is around capital, is around finance.
