THE Zambia Institute of Chartered Accountants (ZICA) says there is need to hold government accountable and ensure it does not contract new debt. ZICA also says there is need for periodic disclosure to Parliament of the fiscal cost and economic out-turns of the TAZARA concession with China Civil Engineering Construction Corporation (CCECC).
