CHAPTER One Foundation has asked the Constitutional Court to dismiss an application by the State to join a matter and for President Edgar Lungu to be removed from the petition where the Foundation is seeking an order to quash the Zambia Correctional Service Act No.37 of 2021. The foundation wants the State’s application dismissed for lack of merit. This is a matter in which Chapter One Foundation has petitioned the Constitutional Court and cited President Lungu as the respondent, arguing that his legislative authority to assent to Bills passed by the National Assembly expired after the dissolution of Parliament.
