DEPUTY Secretary to Cabinet in charge of administration Dr Oliver Kalabo has told the Constitutional Court that former ECZ chairperson Esau Chulu had no authority to communicate the conditions of service to his former vice chairperson Emily Sikazwe. Dr Kalabo has argued that Chulu also had no authority or Constitutional power to extend Sikazwe’s contract for an extra five years. This is a matter in which Sikazwe has petitioned the Constitutional Court seeking an order that President Hakainde Hichilema’s decision to terminate her contract was null and void and devoid of merit.
