FORMER Solicitor General Abraham Mwansa has submitted before the Court of Appeal that Citizen Economic Empowerment Commission (CEEC) ought not to be heard by the court for failing to file a notice of address for service. Appearing before Judges Mubanga Kondolo, Dominic Sichinga and Flavia Chishimba yesterday, State Counsel Mwansa raised a preliminary issue, wondering whether or not CEEC was properly before court. This is in a matter in which Mwansa and his wife Charity, as directors of Chilola Intratrade Limited, have appealed the High Court judgement ordering them to pay CEEC over K3 million outstanding loan.
