LUSAKA Chief Resident Magistrate Davies Chibwili has ruled that Director of Public Prosecutions Gilbert Phiri acted within his powers when he issued a certificate, urging the court to deny 11 gold scam suspects bail pending trial. Magistrate Chibwili has also ruled that the subordinate court has the power to grant bail to an accused person who is faced with a charge that is triable in the High Court. This is in a matter in which six Zambians and five Egyptians are facing one count of Espionage. The accused include: Lusaka businessmen Shadrick Kasanda, Jim Belemu, accountant Oswald Diangamo, commercial pilot Patrick Kawanu, state security officer Francis Mateyo and police officer Robison Moonga.
