ATTORNEY General Mulilo Kabesha has told the Constitutional Court that Speaker of the National Assembly Nelly Mutti’s action in changing the Leader of Opposition was not illegal as there was no court order at that time impugning the legality of the PF presidency. Kabesha has also told the ConCourt that a Leader of Opposition is elected within a political party and once the internal process is complete, the party merely notifies the National Assembly in writing of its decision regarding the person appointed to serve as Leader of the Opposition.
