THE Constitutional Court will today hear an application to stay the Speaker’s ruling regarding the Chawama parliamentary seat, a decision which constitutional lawyer Tresford Chali argues should be declared null and void. On Monday, Chali dragged Attorney General Mulilo Kabesha to the Constitutional Court, seeking an order to declare null and void Speaker Mutti’s decision to declare the Chawama Parliamentary seat vacant. Last Friday, Speaker Mutti declared the Chawama seat vacant following the continued absence of Tasila Lungu.
