LUSAKA High Court Judge Ruth Mbambi has expressed concern over the delay in sentencing a Lusaka man, Patrick Tembo, who has been in custody for nine years since 2018. Tembo was arrested in 2017 and subsequently convicted by a Lusaka Subordinate Court in 2018 for the offense of defilement. When the matter came up for sentencing on Thursday, State Advocate Malama Mulenga told the court that efforts to locate the lower court’s judgment had proved futile. “My lady, I made an effort to look for the judgment of the subordinate court that convicted him, but I could not find it.
