ZAMBIA Police Service Assistant Superintendent under the Frauds and Cyber Crimes Unit Saviours Hakumbi has denied allegations that Brian Mundubile, Makebi Zulu and 16 others were tortured after being transferred to Mwembeshi and Mukobeko Maximum Correctional Facilities. Hakumbi has denied allegations that three among the 18 petitioners were offered incentives to turn into State witnesses to incriminate Mundubile and Zulu. In this matter, the 18 petitioners sued Attorney General Mulilo Kabesha, over alleged violations against their constitutional rights while in custody. The petitioners have cited Harrington Akushanga and Zambia Correctional Service Commissioner General Fredrick Chilukutu, as the second and third respondents respectively.
