GOVERNANCE activist Rueben Lifuka says former president Edgar Lungu’s wife, Esther, has every right to own property but she needs to account for how she obtained it. Commenting on the seizure of 15 flats purportedly owned by the former first lady, Lifuka said Esther, like any other Zambian, was amenable to the law. “First and foremost it has to be said that the Drug Enforcement Commission has the legal mandate to investigate any matter under its jurisdiction regardless of the status of the person involved, except for serving and former Republican Presidents who enjoy immunity.
