MINISTER of Youth, Sports and Arts, Elvis Nkandu says not everything that the Patriotic Front did is bad, hence the UPND’s decision to continue with the procurement of 150 more fuel tankers for youth empowerment. Challenged to explain the bidding process used for the procurement of the said tankers, Nkandu said a tender was advertised before UPND formed government, but stressed that some procurement laws need to be abolished because they frustrated government’s desire to deliver speedy development.
