PF member Yamfwa Mukanga says the Constituency Development Fund will be a recipe for corruption if government does not capacitate people handling the resources, especially in rural areas. On Thursday, deputy Secretary to Cabinet in charge of administration Dr Oliver Kalabo lamented that some government and council officials, with knowledge about the procurement system, were taking advantage by creating companies to benefit from CDF.
