THE Oil Marketing Companies Association of Zambia says government needs to create a legal framework to dictate the leasing process of fuel tanker trucks within the youth empowerment programme. And the Association says issues surrounding government’s contractual dispute with Kapesika Energy and Petroleum Limited can be attributed to the selective tender which was used during the procurement process.
