CHIEF Justice Mumba Malila says the presumption of innocence should be sacred. Agreeing with a proposal from the Human Rights Commission to have all offences being made bailable or bondable in an interview, Justice Malila observed that President Hakainde Hichilema once spent months in detention only to be released on a nolle. “The presumption of innocence should be sacred. Individuals who are suspected to have committed crime should be treated as innocent before being proven guilty.
