ASSOCIATION of Member Episcopal Conference of Eastern and Central Africa Chairman Bishop Charles Kasonde says any child care institution that does not meet the requirements stated in the convention on rights of children must be held accountable by the law. And Association of Consecrated Women in Eastern and Central Africa president Sr Rosalia Sakayombo says efforts to ensure children grow up in safe and nurturing families are gradually reducing the placement of children in institutional care. Meanwhile, Community Development and Social Services Minister Doreen Mwamba says institutional care should be a measure of last resort, given the negative effects on the growth and developmental milestones of children.
