GENDER division Permanent Secretary Mainga Kabika says although most people link Gender Based Violence to fights between a couple, even denying your spouse access to finances is a form of GBV. And Kabika has insisted that all the functions that were performed by the gender ministry are still being carried out by the division, except that there is no minister.
