FORMER foreign affairs minister Harry Kalaba says President Hakainde Hichilema’s delay in appointing a substantive Minister of Foreign Affairs shows that he has no confidence in his people. And Kalaba has implored the Head of State to utilise his predecessor Edgar Lungu in various areas such as debt restructuring negotiations because of his good relationship with China.
