NATIONAL Prosecution Authority (NPA) deputy chief state advocate Margaret Chitundu says sending people to prison and giving them long sentences has not deterred them from committing crime. And Chitundu says the state will build some rehabilitation centres for junkies and gender based violence victims on some of the forfeited properties.
