TECHNICAL Committee on Constitution Amendments Spokesperson Dr Landilani Banda says the committee will come up with a draft of Bill 7 by the end of November, which it will submit to government in the same month. Dr Banda explains that the contents of Bill 7 will be informed by the submissions that citizens will make in line with the Terms of Reference that have been provided.
