TRANSPARENCY International Zambia (TIZ) Executive Director Maurice Nyambe says the quality of elections determines the quality of leadership and development in the country. Meanwhile, Anti-Corruption Commission (ACC) Director General Daphne Chabu says corruption is a cancer that affects every citizen.
