SMALL and Medium Enterprise Development Minister Elias Mubanga says government through CEEC has cancelled all pending empowerment applications and will commence a fresh process. Meanwhile, Citizens Economic Empowerment Commission Director General Muwe Mungule says the Commission has recovered close to K93 million from empowerment loans this year.
