IF you live in the city, stories of children learning in grass-thatched shelters, structures you might mistake for a chicken run, might feel like ancient history from the first or second republic. But for the pupils of Chisengu Day Secondary School in Mambwe District, this was a harsh, daily reality before the enhanced Constituency Development Fund (CDF).
