LOCAL Government and Rural Development Minister Gift Sialubalo says people will think someone is actually mad if they believe that the Constituency Development Fund (CDF) is a hoax. Sialubalo says it is not difficult to find CDF projects because most of them are just a stone throw away. Meanwhile, the Minister has urged citizens to embrace the CDF agenda, stating that it will go beyond the UPND’s tenure of office.
