UPND member Frank Bwalya says the party cannot be quick to state that it will scoop the Kasama mayoral seat, as the decision lies with the people. Bwalya further argues that it’s not always the case that when one loses a by-election, it’s automatic that they will lose the general election, as the dynamics of the two elections are different.
