AS public concerns grow over the non-utilisation of CDF resources, local authority leaders in Kitwe and Ndola believe the reasons why millions remain unspent in some councils are lengthy approval procedures and human resource constraints. According to the Auditor General’s Report on the Audit of the Constituency Development Fund for the financial year ended December 31, 2024, a total of K771,387,282 out of K5,115,558,793 in available CDF resources was unspent during the period under review. The report also revealed that K1,505,360 in empowerment grants was misappropriated by 63 beneficiaries who used the funds for personal activities.
