SECOND Deputy Speaker Moses Moyo yesterday curtailed Mpika PF MP Francis Kapyanga’s debate after ordering him to withdraw a statement that the UPND “successfully bought votes” in the Kasama mayoral by-election. This was during the debate on The Food Reserve Bill in Parliament, Wednesday.
