CHAPTER One Foundation has commended President Hakainde Hichilema for not assenting to the CCTV Bill. The Foundation’s Executive Director, Josiah Kalala, has however called on President Hichilema to direct a full human-rights-based review of all existing and proposed laws that affect fundamental rights and freedoms. On Friday, the National Assembly announced that the President had referred the CCTV Bill back to the National Assembly for further consultation, as it posed a real risk of intrusion into the private lives of citizens.
