FORMER PF deputy secretary general Mumbi Phiri says President Hakainde Hichilema is too late to warn the military against harassing local miners at Kikonge Mine in Mufumbwe. President Hichilema recently assured residents of Mufumbwe that his government would not allow foreigners to mine gold at Kikonge Mine, insisting that the country’s mineral resources should primarily benefit Zambians.
