THE Anti-Corruption Commission (ACC) has arrested former Ministry of Education permanent secretary Henry Tukombe and former head of procurement Jacob Masatunya for corrupt practices involving $401.8 million loan obligation. ACC Head of Corporate Communications Joseph Mwenya says the two wilfully failed to comply with procurement guidelines when they caused the Ministry to enter into a contract with Hong Kong-based Mikalile Trading Company Limited for the supply and delivery of various school items countrywide. He says the contract carried a principal sum of $259,250,400, with interest amounting to $138,698,964 and arrangement fees of $3,888,756, bringing government’s total loan obligation to $401,838,120.
