SUBETA Mutelo, the Permanent Secretary of Zambia’s Ministry of Small and Medium Enterprises, has brought to light a pressing issue that demands immediate attention of our policy makers in the UPND government. For many years now, people who run small businesses have been complaining about the difficult environment under which they operate, but their cry has been falling on deaf ears.
