AFTER being convicted of the offence of “wilful failure to comply with procedure”, former Zambia Revenue Authority (ZRA) Commissioner General Kingsley Chanda pleaded for leniency, asking the court to consider his many years of diligent public service. In mitigation, his lawyer stated: “He is a person who has spent much of his life serving this country at various levels, including his position as Commissioner General. His track record of service to this country is unwavering. Your convict regrets anything that has led to this conviction.
