THE government has finally released the Terms of Reference for the Technical Committee on Constitutional Amendments, marking the official commencement of the public consultation process for possible changes to the 2016 Constitution. This process follows the halting of the controversial Constitution (Amendment) Bill No. 7 of 2025, which the High Court stopped from proceeding in Parliament on the grounds that it lacked adequate consultation with citizens.
