PRESIDENT Hakainde Hichilema’s latest call on the police to investigate before arresting could not have come at a better time than now when the country is increasingly uneasy about politically charged arrests, prolonged detentions and hurried charges that collapse under scrutiny. The President has gone back to a principle he has repeated since the day he entered office: “Do not arrest people on perception, on innuendo or on political instructions. Investigate first.
